doesnt work on public pc

why doesn't these apps work on the older versions of ubuntu? all i see is exe file with no icon and it doesn't work. i'm using a public computer by the way.

These Apps have been tested on Ubuntu 10.04 (Lucid Lynx) 32-bit, OpenSUSE 11.3 (GNOME) 32-bit , and Fedora 12 (GNOME) 32-bit. Older versions of the distributions are not supported because our apps are compiled against newer versions of the distributions. Unfortunately, software compiled for newer versions does not run on older versions of the same distributions. The only solution would be to compile our software on older distributions. Unfortunately, no one does that...

oh thats great..., even jar programs dont work because the java thing cant be updated.
by the way is there a portable download manager?
